Progress on the Temple was halted for 16 years, initially due to opposition from neighboring enemies that lapsed into apathy on the part of the Israelites. They had become engrossed in their own pursuits and neglected to make God's house a priority. Zechariah and Haggai were sent by God for the purpose of encouraging the Israelites to complete the work.
